The strat is to go into the town where your workshop is, look at the goods, see which Input goods are cheap and which Output goods are expensive. Essentially, which town can your workshops source the cheapest material and sell their output at the highest prices. Whichever goods you see that meet this - build that kind of workshop. In towns I always build a wood workshop, a forge (ironworks/metal stuffs) and the third workshop being whatever uses materials in abundance from bound settlements.
